PLEASE READ THESE TERMS AND CONDITIONS CAREFULLY BEFORE USING THE OWLO APP OR RENTING ANY VEHICLE. By creating a User Account or unlocking a Vehicle, you agree to be bound by these Terms. If you do not agree, do not use the Owlo services.

Introduction — Who We Are

The services described in these Terms are provided by Invenza Trading and Services, a company incorporated and operating under the laws of the State of Qatar, with Commercial Registration Number 171755, with its registered office in Doha, Qatar (hereinafter referred to as "Owlo", "we", "us" or "our").

Owlo operates the electric scooter sharing service under the brand name "Owlo" and the Owlo mobile application (the "App") through which riders can locate, unlock, and ride shared electric scooters ("Vehicles") across our operating zones.

These Terms and Conditions ("Terms") govern:

  • Your use of the Owlo mobile application following registration for a User Account; and
  • The rental of Owlo shared electric scooters via the App.

By registering a User Account and/or unlocking a Vehicle, you enter into a binding agreement with Owlo on the basis of these Terms. Additional terms that apply to you include our Privacy Policy and our Safety Guidelines, each of which are incorporated into these Terms by reference.

1. User Account

1.1 Registration

You must register for a personal User Account through the Owlo App before you can rent any Vehicle. During registration you will be required to provide:

  • Personal information including your full name, email address, and phone number;
  • A valid payment method (credit card, debit card, or other approved payment method); and
  • Any additional information or identity verification documents required by Owlo or applicable law.

All information you provide must be accurate, complete, up-to-date, and consistent with your identification documents. Payment details are transmitted to and stored by our third-party payment processors in encrypted format. Owlo does not store your full card details.

1.2 Account Security

Your User Account is personal to you. You must not share your account credentials with any other person or allow any other person to use your account to access or rent Vehicles. You are responsible for all activity that occurs under your User Account, whether or not authorised by you.

You must notify Owlo immediately if you suspect any unauthorised access to your account by contacting us at support@owlomobility.com. You are responsible for any loss or damage resulting from your failure to keep your account credentials secure.

1.3 Account Eligibility

All User Account applications are subject to Owlo's approval. Owlo reserves the right to decline any application without providing reasons, provided this is done on a non-discriminatory basis. Your registration is complete when you receive confirmation within the App that you are authorised to begin riding.

1.4 Account Suspension

Owlo reserves the right to suspend, restrict, or terminate your User Account at any time where there are reasonable grounds to believe that:

  • The information you have provided is inaccurate, false, or incomplete;
  • You have breached any provision of these Terms; or
  • Your account has been accessed by an unauthorised third party.

2. Use of Vehicles

2.1 Rental Agreement

Each time you unlock a Vehicle through the App, you enter into a separate individual rental agreement with Owlo for the use of that specific Vehicle ("Individual Rental Agreement"). The terms of each Individual Rental Agreement are governed by these Terms, together with the applicable fees and operational zone information displayed to you in the App at the time of unlocking.

2.2 Eligibility to Ride

You may only use the Owlo service if you meet all of the following requirements:

  • You are at least 18 years of age;
  • You are physically and mentally capable of operating an electric scooter safely;
  • You are familiar with the operation of the Vehicle type you are renting;
  • You are not under the influence of alcohol, drugs, medication, or any other substance that may impair your ability to ride safely; and
  • You have read and understood these Terms and the Owlo Safety Guidelines.

2.3 Vehicle Inspection Before Riding

Before each ride, you are responsible for conducting a brief visual inspection of the Vehicle, including:

  • The frame, deck, handlebars, and kickstand for visible damage;
  • Tyre condition and inflation;
  • Front and rear lights;
  • Brake function and throttle response; and
  • Battery charge level — ensure it is sufficient for your intended journey.

If the Vehicle appears damaged or defective before or during your ride, stop using it immediately and report it through the App. Do not use a defective Vehicle.

3. Starting & Ending a Ride

3.1 Starting a Ride

A ride begins the moment you unlock a Vehicle in the App by scanning the QR code on the Vehicle. By tapping "Unlock", you confirm your agreement to pay the applicable fees for that ride as displayed in the App.

3.2 Ending a Ride

A ride ends when you select "End Ride" in the App and the Vehicle is confirmed as locked. You must:

  • Park the Vehicle in a permitted parking zone as shown in the App;
  • Ensure the Vehicle is upright on its kickstand and not blocking any entrance, pavement, or access route;
  • Wait for in-app confirmation that your ride has ended and the Vehicle is locked before leaving.

If you leave the Vehicle without properly ending your ride in the App, the rental will continue and you will be charged for the additional time until the ride is ended. If you are unable to end a ride for any reason, contact Owlo immediately at support@owlomobility.com and remain with the Vehicle until instructed otherwise.

3.3 Vehicle Left Inactive

If a Vehicle remains unlocked but inactive for an extended period during your ride, Owlo reserves the right to end the ride on your behalf. You will be notified through the App when this occurs.

4. Safety Requirements

Your safety and the safety of everyone around you is Owlo's highest priority. The rules in this section are mandatory, not optional.

4.1 Helmet Use

Owlo strongly recommends that all riders wear a properly fitted helmet at all times. Where helmet use is required by Qatar traffic law or by the specific zone you are riding in, it is mandatory. Failure to wear a helmet may affect any insurance coverage available to you and increases your risk of serious injury.

4.2 One Rider Per Vehicle

Owlo Vehicles are designed and certified for use by a single rider only. You must not carry any passengers, animals, or cargo that prevents you from riding safely. Riding with more than one person per Vehicle is strictly prohibited and constitutes a breach of these Terms.

4.3 Speed Limits

Owlo electric scooters are electronically limited and must not be operated above 20 km/h, or such lower speed as required by any competent authority for the specific zone you are riding in. Owlo uses GPS geofencing to automatically reduce speed in pedestrian zones and other restricted areas.

4.4 Road Rules

You must comply with all applicable Qatar traffic laws and regulations at all times, including:

  • Using designated lanes or paths where available;
  • Giving way to pedestrians at all times;
  • Observing all traffic signals, signs, and road markings;
  • Not riding on pavements or pedestrian-only areas;
  • Keeping both hands on the handlebars at all times while riding;
  • Not using a mobile phone or any other electronic device while riding; and
  • Using front and rear lights when riding in low-light conditions.

5. Riding Rules & Restrictions

In addition to the safety requirements above, you must comply with all of the following restrictions at all times:

  • You will only operate Vehicles within the Operational Areas shown in the App. Operating a Vehicle outside the Operational Area may result in the Vehicle being disabled and an additional fee being charged;
  • You will not operate Vehicles in any No Ride Zones designated by Owlo or any competent authority;
  • You will not ride on unpaved roads, through water (beyond normal urban conditions), or engage in racing, stunt, or trick riding;
  • You will not exceed the Vehicle's maximum weight limit of 120 kg;
  • You will not ride under the influence of alcohol, drugs, medication, or any other substance that may impair your ability to ride safely;
  • You will not dismantle, modify, repair, or tamper with any Vehicle or its components;
  • You will not disable or alter the GPS, geolocation, or monitoring systems of any Vehicle;
  • You will not recharge the Vehicle's battery or tamper with its electrical systems;
  • You will not use the Vehicle for any commercial purpose, including but not limited to courier services, ride-sharing, food delivery, or advertising;
  • You will not unlock a Vehicle by any means other than the Owlo App;
  • You will not conceal, remove, or alter any Owlo branding, logos, or markings on the Vehicle; and
  • You will not transfer or attempt to transfer your User Account or rental rights to any third party.

6. Parking

6.1 Where to Park

You must park Vehicles in Designated Parking Areas within the Operational Areas as indicated in the App. Where no Designated Parking Area is specified, you must park in a location that:

  • Is permitted by Qatar traffic law and local regulations;
  • Does not obstruct pedestrian access, building entrances, wheelchair ramps, bus stops, or emergency access routes;
  • Allows the Vehicle to stand stably on its kickstand; and
  • Does not block traffic or create a hazard for other road users.

6.2 Proof of Parking

You may be required to submit a photograph of the parked Vehicle through the App at the end of your ride to confirm correct parking. Where this is required, the App will prompt you to do so before the ride is confirmed as ended.

6.3 Retrieval Fee

If you fail to park a Vehicle correctly in accordance with this section, Owlo may charge a retrieval and repositioning fee of up to QAR 500 to cover the cost of recovering, relocating, or addressing any consequences of improper parking. This is in addition to any fines imposed by Qatar authorities.

7. Fees, Charges & Payment

7.1 Fee Structure

The applicable fees for each ride — including any unlock fee and per-minute rate — are displayed in the App before you unlock a Vehicle. By proceeding to unlock, you agree to pay the fees as displayed. Owlo reserves the right to update its pricing from time to time. Updated prices will be displayed in the App and will apply from the date of update.

7.2 Payment

Payment is processed automatically at the end of each ride using the payment method registered in your User Account. Owlo uses a PCI-DSS compliant third-party payment processor. You must ensure that your registered payment method is valid and has sufficient funds or credit available at all times.

7.3 Refunds

Owlo will consider refund requests submitted within 7 calendar days of the relevant charge. To request a refund, contact support@owlomobility.com with your ride details and the reason for your request. Refunds are assessed on a case-by-case basis and are not guaranteed.

7.4 Promotional Offers

Owlo may from time to time offer promotional pricing, discount codes, or free ride credits. These are subject to their own terms and conditions, are non-transferable, have no cash value, and may be withdrawn at any time.

7.5 Dispute of Charges

If you believe a charge has been applied in error, you must notify Owlo within 7 days of the charge appearing in the App. Owlo will investigate and respond within 10 business days. Initiating a payment dispute or chargeback without first contacting Owlo may result in suspension of your User Account.

8. Fines & Penalties

You are solely responsible for all fines, penalties, impoundment costs, or other charges imposed by any Qatar governmental authority or law enforcement body arising from your use of the Vehicles, including fines for:

  • Traffic violations;
  • Improper parking in restricted or prohibited areas;
  • Riding in No Ride Zones; and
  • Any other breach of applicable law during your ride.

Owlo reserves the right to disclose your identity to relevant authorities in connection with any traffic violation or prohibited parking incident. Where Owlo pays any fine on your behalf, you agree to reimburse Owlo for the amount of the fine plus an administration fee of QAR 200. Owlo may deduct such amounts from your registered payment method.

In addition, Owlo may impose an internal penalty fee of up to QAR 200 for breach of any provision of these Terms, in addition to any other fees, fines, or costs arising from that breach.

9. Damage, Accidents & Loss

9.1 Reporting Obligations

You must report the following to Owlo immediately by contacting support@owlomobility.com:

  • Any damage to the Vehicle during or after your ride;
  • Any accident or personal injury involving the Vehicle;
  • Any defect discovered in the Vehicle before or during a ride;
  • Any theft or loss of the Vehicle while in your care.

If a Vehicle is stolen while in your care, you must immediately file a report with Qatar Police (dial 999) and provide Owlo with a copy of the police report number within 48 hours.

9.2 Liability for Damage

You are responsible for any damage to the Vehicle that occurs during your rental period that is caused by your negligence, misuse, or breach of these Terms. Owlo will notify you of any damage claims and provide you with the opportunity to dispute the claim before any charges are applied.

9.3 Third-Party Claims

If your use of the Vehicle causes damage to any third party or their property, you are solely responsible for all resulting claims, costs, and liabilities. You must notify Owlo immediately and cooperate fully with any investigation or claim process.

10. Liability & Indemnity

10.1 Owlo's Liability

Owlo maintains and inspects its Vehicles regularly. However, to the fullest extent permitted by Qatar law, Owlo excludes all liability for:

  • Any personal injury or death arising from your use of the Vehicles, except where caused by Owlo's gross negligence or wilful misconduct;
  • Any indirect, consequential, or special loss or damage arising from your use of or inability to use the Services;
  • Loss or damage resulting from factors outside Owlo's reasonable control, including weather conditions, road conditions, or third-party infrastructure failures.

10.2 Your Indemnity

You agree to indemnify, defend, and hold harmless Owlo, its parent company Invenza Trading and Services, officers, employees, and agents from and against any claims, costs, damages, fines, or liabilities arising from:

  • Your breach of these Terms;
  • Your violation of any applicable law or regulation;
  • Your negligent or intentional acts or omissions while using the Services; or
  • Any third-party claim arising from your use of the Vehicles.

10.3 You Ride at Your Own Risk

You acknowledge that riding an electric scooter involves inherent physical risks. By using the Owlo service, you voluntarily accept these risks. Owlo recommends that you ensure you have adequate personal accident and liability insurance before riding.

11. Intellectual Property

All intellectual property rights in the Owlo App, website, brand, content, software, and Vehicles — including but not limited to the "Owlo" name, logo, trade marks, and the Invenza platform — are owned by or licensed to Invenza Trading and Services. You are granted a limited, non-exclusive, non-transferable, revocable licence to use the App solely for the purpose of renting Owlo Vehicles in accordance with these Terms. You must not copy, reproduce, modify, distribute, or exploit any Owlo intellectual property without express prior written consent.

12. Data Protection & Privacy

Owlo collects, processes, and stores your personal data in accordance with its Privacy Policy, which is incorporated into these Terms by reference. By creating a User Account, you consent to the collection and use of your personal data as described in the Privacy Policy.

Data Owlo may collect includes: name, email address, phone number, location data during rides, device information, and payment details (processed by a third-party payment provider). Owlo does not sell your personal data to third parties. For full details of your data rights and how to exercise them, see the Privacy Policy or contact privacy@owlomobility.com.

13. Suspension & Termination

13.1 Termination by You

You may close your User Account at any time by contacting support@owlomobility.com. Account closure does not affect any outstanding charges, fines, or obligations incurred prior to closure.

13.2 Termination by Owlo

Owlo may suspend or terminate your User Account at any time, with or without notice, where:

  • You have breached any provision of these Terms;
  • You have provided false, inaccurate, or incomplete information;
  • Your payment method is repeatedly declined;
  • You have engaged in fraudulent, abusive, or unlawful activity; or
  • Owlo ceases operations in your city or country.

On termination, your right to use the App and rent Vehicles ends immediately. Owlo will not be liable for any loss or inconvenience arising from such termination.

14. Amendments to These Terms

Owlo reserves the right to update or amend these Terms at any time. Where changes are material, Owlo will notify you via the App or by email at least 14 days before the changes take effect. Your continued use of the App or Services after the effective date of any change constitutes your acceptance of the updated Terms. If you do not accept the updated Terms, you must stop using the Services and close your User Account.

15. Governing Law & Dispute Resolution

These Terms are governed by and construed in accordance with the laws of the State of Qatar. Any dispute arising out of or in connection with these Terms or your use of the Owlo Services shall first be referred to Owlo's customer support team for resolution. If a dispute cannot be resolved informally within 30 days, it shall be submitted to the exclusive jurisdiction of the competent courts of Doha, Qatar.
